You'll find a nice collection of tutorials on this site that range from making a transparent background to making a music box. You'll also find some animation tutorials, some quick tips, how to make rollovers and more.

Inge's PI - Tutorials (Norwegian\German\English)

A collection of tutorials for PhotoImpact enthusiasts. Most of these tutorials are about photo enhancement, photographic uses and filters / plug-ins. There's also one special tutorial about Filters Unlimited 2.0 in connection with PI (how to install and use filters).

Jesus und Krebs (German)

This site has a nice selection of tutorials for photo manuiplation with a variety of methods. They also have one to create a real-time clock (it really works!). You'll also find several Reflet water tuts, a gothic window and much more!
